Joseph Spencer was promoted after Tricia McMillan died. His feet are only half a size bigger than the size 10 boot print at the crime scene, meaning he could conceivably fit into the shoes worn by the killer. Joseph was one of the last people to see Tricia McMillan alive, and Joseph was the one to find her body. However, we get no clear motive from Joseph. Joseph also has several alibis. Joseph went into several rooms and moved around over the course of the evening ,where he was witnessed by Albert Griffith, Georgia Dorsey, Todd Higgins, and Leroy Hartman everywhere he went. After 5 PM, Joseph Spencer and Lonnie Evans were within sight of each other the entire time, meaning his actions after 5:10 PM, when Tricia was last seen alive, are completely accounted for. However, this left the main area of the library unattended for several minutes, allowing someone to slip into and out of the meeting room unseen. Just not Joseph.
